I have served on the Board of Directors of El Toro Water District [ETWD] since 2014. I am ETWD’s alternate representative to the South Orange County Wastewater Authority, serving on its Finance Committee. I also represent ETWD at the Orange County Local Agency Formation Commission, and the Association of California Water Agencies/Joint Powers Insurance Authority.
ETWD's mission is to provide its customers safe, adequate, and reliable supplies of water, wastewater and recycled water service in an environmentally and economically responsible way. The District has successfully maintained the faith of that mission since its formation in 1960. During my tenure, ETWD has continued to achieve significant recognition for consistent transparency and excellence in all administrative, operational and financial policies, practices and programs.
This has been reflected by the following major California water industry awards received including but not limited to: the District of Distinction accreditation by the California Special Districts Association Special District Leadership Foundation; the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada; the American Water Works Association Public Communications Achievement Award; and the California WateReuse Association Recycled Water Agency of the Year.

I have worked 43 years in California’s water industry. My professional experience includes serving as general manager for five water agencies. I graduated from University of California, Los Angeles with a Bachelors in Geography-Ecosystems. I was awarded a Master’s Degree in Public Administration from California State University, Long Beach.
I earned Water Operator Certifications in Water Distribution/Grade 4 and Water Treatment/Grade 2 from the State of California’s Water Resources Control Board. I received a gubernatorial appointment, serving three years on the San Diego Regional Water Quality Control Board.
If re-elected to ETWD’s Board of Directors, here’s what I will do for District customers:

Ensure customers pay the lowest water rates practical.

Communicate proactively with District customers to make sure you receive the best possible services at the lowest cost.

Improve ETWD’s water system reliability against droughts.

Emphasize recycled water supplies and conservation strategies.

Maintain the District’s water and wastewater infrastructure.
I will devote myself to ensuring that ETWD customers receive the best possible services at the lowest cost.

A note about my re-election campaign: I have filed a State of California Fair Political Practices Commission [FPPC] Form 470 with the OC Registrar of Voters. It states that I am self-funding my campaign to less than the statutory limit since this is a non-partisan political office. I have not and will not accept any financial support from any individual or political organization.
